Stop Bill C-2 from gutting migrant rights

Prime Minister Mark Carney’s Bill C-2 will hurt workers and the most vulnerable in our communities – unless we stop it. Introduced on June 3, 2025, Bill C-2 proposes sweeping changes to Canada’s border and immigration laws that violate everyone’s privacy rights. The changes proposed in Bill C-2 are cruel, racist and dangerous.

What powers does Bill C-2 give the government?

Bill C-2 gives the Federal government new powers to expand police surveillance and deport migrants at an unprecedented rate. Here are four changes we want to highlight:

1. Allows mass deportation without due process
The Federal Immigration Minister will have new powers to cancel, suspend or change the documents of entire groups of people without individual hearings. It would even allow permanent resident applications to be cancelled.

2. Creates a one-year refugee application deadline
There will be a new one-year deadline to claim refugee status, retroactive to June 2020. This means that if one year has passed since you crossed the border, you cannot apply to be a refugee. In other words, even if your home country became dangerous after you arrived in Canada, you will be prevented from claiming refugee status.

3. Expands information sharing on migrants to all levels of governments
Bill C-2 allows the Federal immigration department to share information such as migrants’ identities and documentation to provincial and territorial governments. Already, migrant workers are afraid to stand up for their labour rights because they worry about being deported. This change will embolden bad bosses to take advantage of migrant workers like those who call WAC’s phone line for support every day.

4. Removes everyone’s privacy protections
Finally, it will vastly expand surveillance powers for law enforcement. It would include the power to search your written mail, to access your IP address, online information and more – all without a warrant. This impacts everyone’s privacy rights, no matter your immigration status.

If we don’t come together now to demand that the federal government withdraw Bill C-2, it will be the worst attack on migrant rights in a decade.  Refugees and migrants deserve justice, not fear. Workers deserve protection, not punishment. Help Stop Bill C-2 – for yourself and for your community.
